I never did work out what the difference was, and worked around it, but the My Pictures public folders did not survive the "upgrade" and I can not imagine what kind of crass stupidity went into the so-called improvement. Meantime, I will return my lost pix - fortunately backed up on a hard drive - one at a time - as I no longer trust the new picture manager with all my images.
Unless someone knows how to sort this without needing the patience of a saint and all the time in the world!! Did they do away with it in WIN10? Microsoft, if it ain't broke, don't fix it!!!!!!!!!!!! This program is essential to my work as I email clients "groupings" of jpg files on a regular basis. I think the program everyone is referring to here is Microsoft Office Picture Manager. It was part of the Office package up to and including Office and was never offered separately from Microsoft Office. It's unclear whether you are using Windows 8 or 10, or what you mean by being able to "download" the program, as it's not available anywhere for downloading.
You might want to try the free Windows Live Photo Galler y. In reply to ricnew's post on January 1, I'm also using Windows 10 and was able to download Picture Manager from my original discs. You can try. There's a good chance it will work.
